Siam City Cement PCL. (SCCC) is also known as ‘Poon INSEE’ operates 3 cement plants located in Kaengkoy Disitrict of Saraburi Province. Alongside the cement manufacturing processes, we carry out community development programs in surrounding communities which cover 5 sub-districts of Saraburi’s Kaengkoy and Muaklek districts.
While entering the year 2016, we continue to implement our community development programs through Community Relations Department. ‘Community Participation and Development’ is the core policy and implementing principle that the Department adheres to in order to develop implementation plan. Each production unit is required to have a community development plan to ensure the community relations as well as the community development, where community participation in community development programs is a key to success and sustainability.
Four key principles of INSEE Community Development;
1.
Participation; to encourage and support community participation at all development stage, i.e. planning, implementation, monitoring & evaluation and receiving benefits.
2.
Community sustainable development; through systematic corporate social responsibility process, starting from stakeholder analysis, need assessment and verification, development plan and monitor community benefits.
3.
SCCC has the policy to promote and support the communities under the following 3 key program areas;

Community sustainable development, which includes environment, public health and community enterprises
3.
Community infrastructure improvement, such as community water system, road repair, etc.
4.
Community hearing and satisfaction survey; this opens opportunity for community to share their opinions and ideas through both formal and informal channels. The opinions and ideas will be consolidated in the community development plan.

Community Sustainable Development;
 
SCCC has carried out community development projects and activities since its establishment over 40 years. However, over the last decade, we have adopted the ‘Green Concept’ into our programs. Throughout these years, there have been several ‘Green’ projects, such as ‘Green Village Project’, under the core concept of ‘Green Heart’ which is part of our highlights.
1. Green Village Project: this project contains several activities such as; awareness raising and knowledge building, increasing green areas, managing potable water, and community waste management. This ‘Green Village Project’ was first implemented at Moo 1 in Tabkwang Sub-district in 2011, through community consultation and need assessment. Leaders and people from this village concluded that the project concept must come from community needs rather than being imposed from outside. At that time, the community itself would like to start from their available resources. This matched perfectly with their activities, especially the waste management where the sale of the collected recyclable materials contributed to community fund. The success of the ‘Green Village Project’ has resulted in the expansion of the concept to other villages under each village’s context and needs.
2. INSEE Green Park: 2011 marked the auspicious occasion when Thailand celebrated the 84th anniversary of His Majesty the King. Poon INSEE developed a public park called ‘INSEE Green Park’ to commemorate the special occasion for Saraburi people as well as the general public. The concept of the Green Park is ‘beyond the typical park’, as it offers a learning site on energy conservation, the use of alternative products to save the environment and it collects local flora for students general public to visit and learn from. Moreover, the Park offers markets outlets for local venders to sell their one tumbon one products (OTOP) which helps to generate their income as well.
3. The SCCC Community Development and Environment Fund: this Fund was established and implemented in the form of tri-party committee, where community committee members are elected to manage the fund for their own needs on general community environment and development projects. Poon INSEE contributes financial support annually, the use of which is through the community consensus on development projects. The other two parts of committees come from Poon INSEE and local government.

The above list shows examples of projects are what Poon INSEE have carried out over years. They require full participation and contribution from community people and INSEE’s employees through a program called ‘INSEE Asa’, which literally means ‘volunteer program’.
